The U.S. Fish & Wildlife Service is strongly considering excluding up to five million acres from its proposal to designate nearly 14 million acres of critical habitat for the Northern Spotted Owl. Two SCB board members briefed Congressional staff and federal agency officials on why these exclusion would likely set back recovery efforts for the owl.
